Default Fuel Tank Vent Question - Valve or no valve?

I've been building a softail from the frame up. I was able to get a tank from a 2010 softail. On the front of the tank is a vent tube. According to the softail parts manuals, it appears there is a small diameter line that runs from the vent tube down to the bottom of the bike.

Here's where it gets complicated....the earlier models (like in the 2008 parts manual) show a valve in-line.

However, the later models, like the 2011, 2012, etc, do not show the valve.

I was hoping I could just go to AutoZone or other auto place and buy a fuel line and extend it down to the bottom of the bike. Based on the later parts manuals I think I'm OK doing that.

However, knowing the earlier models had a valve has me concerned. The parts guy at the local HD dealer thought that I definitely needed the valve. He thought without the valve gas would start siphoning off as I drive down the highway.

Got any thoughts? I'd prefer to not have to buy the valve but also don't want to lose any gas.

Thx,
D

I had a problem with the valve on an earlier softail and just removed it and threw it away. No negative effect at all. My guess is it is an epa thing to prevent gas from ending up on the ground. But I never experienced that issue.
