No doubt that that is in Malaysia (SouthEast Asia). My wife is from Malaysia and we travel there once a year and they have more of those mopeds than you will believe. They will run near highway speeds similar to our 60 mph. The Music is alson Malaysian and even my wife said that was crazy and she noted that all of Malaysia has a helmet law for moped and motorcycle. Those mopeds are a very common transportation there, I would say you will not go a day in Malaysia and not see 1,000 plus of them in the Kuala Lumpar.
If you think that is crazy you should see how they drive on the highway and in cities between cars while they are moving or stopped at traffic lights. I have some video that I should add sometime. Yes you will find a few Harley's traveling the roads in Malaysia and Singapore. Seeing Harley's overseas is like having some home with you when you are not home.
I also agree with the others that have posted it is stupid.. This past summer I had a kid on a sport bike pull a wheelie and head straight into my path of travel on a two lane secondary road with my toddler son in the vehicle with me, That when it goes past stupid when you put others in danger.
