99 Road King with a M/M EFI. New: ECM, crank sensor, Cam sensor; no security, all instruments work, fuel pump pressurizes then after 3 sec, it quits and also the coil receives signal, 12v, then looses it after 3 sec ??? Does not start....any help out there?

You just described normal operation. That circuit will not turn back on until it sees a crank signal. The EFI system powers up at key on then the relay is turned off until the ECM sees a crank signal.
What other tests have you performed? Are there any codes? Did you check all fuses?
