if you really think you have that much water in your tank i wouldn't let it sit all winter. drain and refill with know good fuel treated for storage.
Pull the electrical cable off your throttle body and put some dielectric grease on the pins. May not help, but it inexpensive to try. I also wonder if it could be a poor ground situation.

1. There is no such thing as an "ethanol reducer"
2. HEET is 100% isopropyl alcohol. Adding alcohol to ethanol (alcohol) fuel is not going to make it better. Just sayin'
3. The reason Star Tron is the top product is it works. Do some research on enzymes - they are amazing little critters. The 95% fuel base is a good thing, IMO - no alcohol to crap up the gas more than it already is. Just my opinion after using it in all my bikes, cars, trucks, boats, lawn gear
a similar problem I had a few years ago while out riding. Fixed it by unplugging the power commander. It ran stock but it got me home. Talked to Jamie (?) at Fuel Moto and the Power Commander needed to be reprogramed. I swapped it for a SE tuner.
Not so sure it is fuel related but more electrical guys. The OP says that the engine cuts out if he hit a bump or dip in the road. If it was fuel and some water or other gunk got sucked into the fuel intake there would be a slight delay after the bump before that dirty fuel would make it to the injectors and engine. This sounds like electrical as the symptom is instantaneous. Right?
