carb and efi share some common symptoms. when you are wot and it bogs, if you roll back a tad, does it stabilize out? this is a sign of lean out as you reduce air flow, it matches fuel and it plays nice. now if you are wot and it is 4 cycling (often wonder where that term came from) or missing a beat, a sign of rich condition.
fuel pressure play a large part here so it must be right and regulated correctly. there are reduce flow from things like pump speed, restriction (lines/filters), loss of flow from holes in the delivery lines and regulator leaking, many things.
then you get into things like throttle input sensor, air flow sensors and such. do not rule out connections as a high resistance will drop voltage and the ground issues. also, if the system electrical is not up to par, the system cannot operate as designed. you need to start with any code and then a systematic troubleshooting, aka, one thing at a time so when you fix it, you know the root cause.
