Bolt in dash broken

Bolt in dash broken
not sure if this is where this goes but here is some background and then my question...

I had some issues with the ignition on my 94 heritage last week, turns out I didnt properly lube the switch when I replaced the housing. \\; While doing that I lost one of the small screws that connect the wires to the ignition, and just incase anyone ever does that the mounting screws for a hard drive in a computer were the same size and worked perfectly. \\; Any way above the speedo if you were looking from the top is a bolt that screws into the frame right near where the neck joins the backbone(?). \\; That bolt has rusted and is broken, so I need to drill &\\; tap the bolt hole. \\; So here is my question, I cant seem to see how you pull the \\;dash and am \\;really hoping the \\;answer isnt pull the \\;gas tanks off, as that looks like \\;a bit of a PitA....
