Starter Problems

Have a 95 Heritage. Starter will not engage. Have replaced relay and have put in a new starter I had previously. I have bypassed relay with jumper and starter engages. When I hit the starter button on handlebars, I can feel the relay and solenoid try to engage but nothing happens. Battery has been tested off of bike and is OK per Harley. They had bike when originally problem started and could find nothing wrong. HELP!

Not to ask a dumb question, The engine isn't locked up is it? Otherwise I don't have a clue.

Best way is to check your voltage through the relay, and at the starter with a voltmeter. Then you can disconnect wires and check with an ohmmeter(frayed or broken wire) from the starter button. What happens when you bypass the starter button with a jumper wire? Check it in steps.

Thanks for the reply and no the engine isn't locked up. I have bypassed relay with jumper and starter works OK. I'll try your other suggestions and thanks
