The manual should have a test procedure for the turn signals. You unplug the module and then short pins in the plug to operate the lights. If you still get the voltage drop doing those tests then it isn't the module but, rather, something with the wiring. If the voltage is steady during those tests then it has to be the module.
I suggest you pull the fuse, insert a wire between the pins, reinsert the fuse, read the voltage meter then pull the fuse again. Be sure the wire isn't hot afterwards. Don't use a thin wire, but one about as big as will fit in the hole. If you have a short you may blow a fuse doing this. A real small wire might melt. With a larger wire the fuse should go first but the wire might get hot before the fuse blows. If you blow a fuse then you have a short in the wiring. If the voltage doesn't drop like it is now then it's the module since all it's suppose to be doing is what you're doing.
I never did get the turn signal , voltage thing solved. I suspect the bulb connections and wiring would have to be replaced. Also suspected that the actual turn signal module may needed to be replaced but it worked so I just lived with it.
