Default SERT Required??

I was talking to my local HD Dealer today about getting the SE Slip ons. He started rolling off all this stuff I had to add to that. Then he told me that I was required to get the $459 Racing Tuner if I got the slip ons.
Everything totaled about 1500 bucks.
Is he just trying to get one over on me because I don't know what the hell I'm talking about, or does this sound correct?

If you are doing the slipons and not the A/C you don't need the SERT or the download.
If you want the performance you will need the A/C then some reprogrammer.

You can roll the dice with the download, or get one of about 5 popular tuning devices to help. 1500? too much.

Yeah, he said the EPA required them to do the SERT. He even pulled a paper out of his drawer titled: "WANT A $10,000 FINE?" that he said corporate had sent him.
Jerk.
I wish I knew more about this stuff.

The SERT is not street legal (someone tell me if I'm wrong)... He's full of crap!

Changing to non-street legal pipes SEII's is enough for the violation, however they are not enforcing this stuff at this time.

Try another dealer in your area, or try Ebay. I've seen new slip-on mufflers on Ebay for 20-30% off the dealer retail. You don't have to do the download, SERT, PCIII, or TFI/DFO if you do only the mufflers, however putting a performance muffler on a stock bike will release the back pressure on the engine resulting in a loss of off-idle torque. I highly recommend doing the A/C and download along with the mufflers. If you can only do one at a time, do the mufflers first, then have the A/C and download (or other device) latter. The SE II mufflers are easy to self install. Buy a set from the parts counter at your dealership before they are discontinued and install them yourself. Make sure you keep your stocks just incase any warranty issues come up, that way you can always revert back. Do I need a SERT, PCIII, TFI/DFO, or is the HD download sufficient? You will read allot about this on the board. I personally had the dealer do the HD flash and I am very happy with the performance of the bike. Does it run lean? I don't think so. Others on the board have had the download done and dyno'd their bike and found it to be running perfectly. Luck of the draw I guess.

Well, to be honest with you guys, I was just going to get the slipons to get me by> I thought it would all be cheaper than that. But since I'm gonna have to do the PCIII or SERT and all that I might as well go ahead and get what I want and do it right the first time.
I really want to go with V&H Big Radius or the Hooker equivalent.

I went through the same B.S with my dealer, Wanted an arm and leg and said that I would have to re jet, ect,ect, I had gotten to be good friends with a couple of the parts specialist and they assured me that If I wanted to just go with the SEII's that that would be fine.

I havn't had any issues with performance at all since making the swap. I will probably do the A/C sometime at the end of the summer.
I am really amazed at how the service departments at the dealers will stick it to their customers. They wanted over $700 in labor+ Parts to do do my handle bar swap. I was able to do it myself, took about 4 hours and about $200 in parts.
