This is not a PCIII issue. This is an inept tech/dealer issue. The PCIII is fine. Install the o2 eliminators and load Map M811-003. It closely mimics the HD staggered slip-ons and AN Big Sucker. Be sure to zero the throttle.
You are right about the inept part. I bought a PC from FuelMoto with the stock map 812-001. Bike is running great. My next item will be the AN Big Sucker (and I will be leaving the pipes alone) and some sort of AFR monitor. I'm currently looking in to the Innovate Motorsports LC-1 Wideband o2 or the PC's Wideband Commander for tuning.

Status: offline According to Dynojet, without installing the O2 eliminators, "the PC will not be able to make the proper fuel changes anywhere below 50% throttle". I am experiencing surging below 50% throttle which is expected without installing the eliminators
I have a 2007 Ultra Classic, it started surging at about 800 miles after
(my wife bought it for my birthday) I took it to the shop she bought it
at (Carolina Harley Davidson) and they installed Harleys Parade map
in it and for the rest of the month and 6,000 miles it runs perfect with
no surging at all...
The Parade Map effects from idle to 10% throttle which is about where
you hold the throttle going down the highway at a steady speed..
