Modulating brake light problem.
Son and I bought a pair of these lights to use as a secondary brake light:

They work BUT there's a problem. If the bike is turned on but not running, they modulate as designed. But when we start the bike they act as a solid brake light. That in itself isn't bad, but I saw these on another Harley, and liked the idea of flashing when I applied the brake. Really caught my attention. Rider got away before I could ask hum if these were the ones he had.
Son tried them on a Sportser, same. Then he put them on his Honda. Still the same problem.
I'm guessing the load is different when running? So how can I get them to do what the are suppose to?
I'm a none eletrical person, so something simple please.
I asked my H/D dealer and they didn't know what to do.
