If it is a 250i, depends upon how many runs were done on it. I bought a 2009, 250i for 15k a couple years ago and the drum was still all black. Had less than 6 pulls on it. It had electric carriage, electric clamps and the new style pump that never needs rebuilt. I did get a pretty good deal. New was like $34k.
If it has new style pump... maybe 15 is a good starting point in negotiation, but if it has an older compressor type pump, offer less... like 12K? See what he does.
That pump matters, too. Old pumps need rebuilt from time to time. It HAS to be a 250i and NOT a 250. Does it have a brake? No brake? It's worth around 5k. Steve Cole was trying to sell me a 200 for $5K when I found the dyno I own now.
IIRC, Herko sold his 250i, to a dealer, for $15k. His had the mechanical vac pump, too. 250i has sealed bearings and there really isn't much to wear out.
Another thing to think about is will you be getting his computers with this? Tuning crap like DTT Twin Scan, etc? All of this stuff will cost a ton of money. I didn't get crap. Bought everything. $4-5 k right there.
