Either could be no good right out of the box. Can't absolutely trust electrical tests unless the battery is technically known to be at full charge, as explained in the notes, when the test is started.
Note expecially that with a battery, it may be capable of taking a full charge from a battery charger and still fail under load - as when you push the starter button or whatever. Hence it is important to have it at full charge, then do a load test, then re-full-charge, then proceed.
The probability of either being bad is remote. But for testing and over-the-internet consulting it is essential to know with certainty.
ok well i did test the battery when i had my tester out and i was testing stuff. it came out at 12.65 if i remember correctly. the regulator i dunno for sure, but it is cycle electric so i am going to assume it is good unless the generator tests good. then i was going to test the regulator to be sure. didn.t get the chance to test the generator today, unless i do it right now...

Reading the battery voltage will not tell you if the battery is good or not. It has to pass a load test. Either the one in my notes using the starter, or using a battery load tester.
