One of the biggest money-pits in an IH is the trans. So if you can't take the bike out for a test ride, price it accordingly.
And trusting someone that tells you that "it ran great when I put it away"

The "bottom end" and the transmission are not the same. The bottom end is the crank, flywheels, etc. The transmission is in a separate compartment. Then there is the clutch, primary chain, and engine sprocket. And finally you have the top end - rockers, heads, cylinders and pistons.
To service the bottom end you need to remove all of the other parts, and remove the cases from the frame.
With some good tools, the above manuals, and the help from internet forums you can easily service the top end yourself bringing the parts to a machine shop for evaluation and repair if needed. With more tools and experience you could do everything but the bottom end, and that with still more expertise and tools.
