I ended up pulling the trigger on the 131 kit myself over the weekend but install date on aug 10th so i've got a week or so to wait. I had just installed the Legend Revo ARC's on the rear end and spent the previous week getting them dialed in the way I wanted and went to schedule some shop time to do the fronts as I didn't want to do that job myself at home although I'm capable. I ended up getting the front Axeo's, accessory switches for the RGS, the 131 kit, powdercoating for lower rocker, pushrod tubes, collars and tappets and timing cover along with S&S lifters and head bolts for 7300 including labor. Little stiff but I have no plans on getting rid of this one for a long time.
I'm the guy that always puts down HD kits for all their flaws, and lack of power, or power to far to the right. Have never seen a HD Stage Kit I would be interested in. That said, I think the 131 kit is worth it for two big reasons.
1. Good increase to both torque and HP, especially torque.
2. Keep warranty yet have much more power than stock.
3. When warranty is up a cam change, and good tuner and you have some really great power, add some compression and you have great power.
The harley 131 kit not worth it to me in the slightest now the fuel moto or zippers 128 kit well worth it, superior parts ALOT better tune 150tq /149hp...... the harley kit in comparison is sad honestly

If you consider the H-D kit is EPA compliant, except CA, and it still makes 131+tq at the rear wheel its not that sad. I rode mine about 2,500 miles and it was impressive for a EPA set up with a full 2 year warranty. I then swapped the head pipe to a Fuel Moto 2/1/2 using the H-D auto tuner and it took both the power and sound to another level.
Im not in any way putting down the good work FM, Zippers and S&S do but if you made their kits EPA compliant would they perform any better than the H-D kit and carry a full 2 year warranty?

Im not an expert but I think the real issue is not if the kit can or would be EPA compliant but the cost of the aftermarket to get the certification for the combination made compliant. Its not always financially feasible in the aftermarket setting.

Being all hamstrung by regulations, the SE131 performs well enough.
That said, FM is getting 130+tq with just the WM8-22X-E cam and other stage II components.
