Unless you are going to install a high lift cam (over .500 lift) that requires stronger valve springs, I doubt you need the rocker arm studs. And if you aren't removing the heads, I don't see the need for head bolts.
I did the lifter cuffs, but agree it's optional. I cut the pushrods and installed S&S Quickies to avoid removing the oil lines and rockerboxes (and save time). If you decide to replace the lifter cuffs, be sure to read the instructions for heating the bolt before removal. Otherwise you could end up breaking off the bold and having to deal with removing the broken bols in the engine case.
