Found out it is a speedometer firmware update with digital technician.

The other thing that firmware update should have done as well (specially if it was done this late) to the 2019's gauges is if he wants to add TPMS to his bike, he will now also have the tire pressures display on the LED screen on the bottom of the speedo as well as on the head unit.. adds the front and back tire's pressures to the toggle screens after "Miles Remaining", if TPMS is enabled to instrument cluster in the BCM (just add the sensors to the tires and enable TPMS in the BCM using Digital Tech or something). It was a quirk on some of the touring models gauges (maybe the early 2019's?) that a firmware update "fixed", and then the "gauge sweep" as well. Some/most of the 2019 gauges already did it, some of them needed the firmware update to get them to do it. Ran into this stuff adding TPMS to pre-2020 touring bikes.

My 2020 RGS has always had the TPMS values in the speedo display. And pretty sure my gauge needles always sweep as well, but not sure that they've done that since getting the bike.

Right, 2020 was when HD started offering TPMS to non CVO touring bikes. But you could add it to older touring bikes yourself if you knew how. The 2017 thru 2018 touring bikes, you just enable it in the BCM and add the sensor to the wheels, and you would get it to display only on the head unit, but not the gauges (unless you replaced the gauges). Then, specifically some of the 2019's touring models needed a firmware update to get it to also display the TPMS on the speedo too. The gauge sweep would also be something new a person would see if they needed the firmware update done and had it done to their 2019 touring bike. I also think that was just on some of the early 2019 touring bikes, because some of them didn't need the firmware update to have the gauge sweep, or see TPMS if it was installed. Then by the time the 2020 touring bikes came out it was normal.
