7s on the case halves.
Sorry it too so long. it's been a busy week.
The hole in the head is just recessed spot in the steering head.

Thanks for the photo. Left 7 looks more lightly stamped than the R-H 7? Sometimes that happens but often they appear more pronounced as per the 7s I posted earlier. E-series Pans originally had nothing stamped there while F-series Pans could have 7 or H depending on a few things. Is there any sign that another marking was removed from the left case before the 7 was applied? I’m surprised at the diameter of the left washer because most, although not all, 50s Pan cases had a recess for the washer and it’s visible in my 7s photo. As I mentioned earlier, photos of the belly numbers may help us determine the year(s) of the cases. And they may also help suggest what was or wasn’t originally stamped on top of the cases.

I don’t know why the bolt has a hole in its top and I don’t know what the markings indicate. In that position on my Pan I’m using Grade 5 bolts.

If the hole in the steering head is recessed then it may be the same as in my photo and may have originally accommodated part of the lock assembly. Maybe the head was raked and later de-raked as I mentioned above. Or perhaps someone removed the boss on the R-H side just for cosmetic reasons.

Later shovels used that type of bolt. My 82 Wide glide has hardware like that.
