Default 2014 HD Breakout

I have a customer asking me to do some repair work on the paint for his 2014 HD Breakout. The paint/clear coat is lifting on the top portion of the tank. The tank looks to be bare metal finish on the top with factory graphics on the sides. My question is are these tanks actually clear coated with your normal clear coat of are they covered in a clear plastic like a wrap? When looking close at the problem areas, it does indeed look like a clear wrap on the tank. I am thinking the bare metal tank was prepped, the graphics were applied to the sides and then the clear wrap was applied to everything in place of a normal clear coat. If this is the process used, I am thinking if the clear wrap can be removed without damaging the graphics on the sides of the tank, you should be able to reapply the clear wrap over the tank and everything will look as it should. I have attached a couple of photos showing what I am dealing with. One photo showing the side of the tank and the other is a close up of the trouble area. The trouble area is around the gas filler and next to the center trim on top of the tank. Are there any painters in here that understand what I am asking or have run into a similar scenario? Let me know your thoughts if you have an opinion.
