Default Primary oil change

I have an 05 Heritage I just bought an the guy I bought it off of had not ridden it in several years so I changed all the fluids. I do have the manual and have researched online, but I still have an issue. The manual and everything I have found says the the Primary takes 28-32 oz of oil and it is full when the oil reaches the bottom of the Primary cover opening. I had to add 60 oz of oil to get the level to the bottom of the Primary opening. Can anyone please advise me on this. Is this correct and will this do any damage. I appreciate any advice. Thanks

NO NO NO, drain it down! It's not to the bottom of the derby cover opening.....It's to where it just covers the bottom of the clutch pack!

Yes. But the technical way to do it is to look through the derby cover with a flash light and make sure that the fluid just covers the bottom lip of the clutch basket. In the pic below, the circle would be the clutch basket inside the primary and the line would be the level of the fluid.
