1985 flhtc primary noise

1985 flhtc primary noise
hello,
i have a 85 flhtc. it has 64,xxx on the odometer. i started getting a weird noise while riding. it sounds like a washer spinning on a bolt - kinda rattle/ metal on metal type sound. it only did it at higher rpms, both moving and sitting still. it did it with it in gear and in nuetral. it sounded like it was coming from the front of the primary. how tight should the bolt with the red arrow be? does this washer belong on the shaft with the yellow arrow? (it fell out when i removed the primary cover). how much play should be at the blue arrow? The fluid does smell ok, and there was no metal in the oil. Any ideas from anyone?
