Suggest going across southern MO from Cape Girardeau or Ste Genevieve, then over to Eminence, MO or Salem, MO then MO19 south to Thayer.
Go west in northern AR to pickup either AR7 at Harrison (to Hot Springs) or AR23 at Eureka Springs (to US71) and work your way to Mena, AR.
Take the Talimena Scenic Drive from Mena to Talihina, OK. Then your choice of roads up to Muskogee. After the Talimena, I would spend most of my time in AR and MO.
LOTS of great roads in the Ozarks of both states.

Lots of nice roads to ride in the area and between PA and OK. I just got back to NE OK from Virginia, rode through WV, KY, MO, and AR on a mix of roads. Depending on how much time you have the article below has some good options. The Talimena drive was already mentioned above. Highway 20 from Claremore to Spavina has some nice curves. From Muskogee you could pick a direction and have a nice ride, just stay off the turnpikes and interstates unless your goal is to just eat up miles.
