I was just given a 2014 CVO Breakout by my brother in law. Believe it or not only has 500 miles on it. Took it to the dealer for annual inspection. Guy inspecting it said a lot of 110 engines have lifters fail and recommended I should replace them. My question is
1.With so few miles on the bike is this something I should be worried about now?
2. Will the lifters the HD dealer puts on be an upgraded product?

Yes the 110 lifters are prone to failure. Earliest failure I know of was a friends at year old and 19,000 miles. I have had lifter failure twice on the CVO 110 motor. My 09 CVO road glide they failed at 47K miles, 2 and a half year old bike. My 15 CVO road glide ultra, they failed at 44K miles day before bike was 2 years old, HD replaced the engine.
I would say you will need to pay attention to them as you near 20K miles.
One of the first things I did after acquiring my new-to-me ‘16 RGU with the SE 110” kit was swap out the lifters for Hylift-Johnson from WFO Larry. Had 16,000 miles on the bike, approximately 6000 on the kit.
I would be more worried about a fresh set of tires, right now.
Get a new battery, tires, all oils, and some fresh gas. Ride the **** out of it for a minute, and then do some cams and lifters that will put a huge smile on your face.

what was supposed to be a simple and not too expensive job, lifters / adjustable pushrods has run out a bit. Received a call from my mechanic that the cams are worn, the camplate shows grooves and the oil pump may also be renewed. So S&S camplate / oil pump and star racing torkstar 577 cams on top of the lifters / pushrods .... pppfffAll this by riding too long with the same oil and too little oil it seems , I bought the bike 3000 km ago after I was assured that the maintenance was done at the time of purchase , all that was done was a new air filter
