Have a 2006 CVO Ultra 103- just added V & H monster round slip-ons and was told adding an EFI tuner, like Fuel Moto or Power Commander III would improve performance. Would like to hear your recommendations. The Fuel Moto can be pre-programmed and installs with OEM connectors to the ECM. Does the bike need to be dyno'ed? Or can I just go with the Fuel Moto and save the $350 cost to put the bike on a dyno? Maybe I don't need the Power Commander/Fuel Moto?

I have the same bike with V&H touring mufflers. If you've changed nothing else (intake or headers) and have just changed out the mufflers you may not need a fuel manager nor dyno. I thought mine was running too hot so I went the extra steps of stage 1 intake and PC-V from Fuel Moto. I then finished it off with V&H dresser duals. I went with the canned map for the PC-V from Fuel Moto (before the true duals and a new map after) and I have not dyno'd the bike. I may but it runs so damn well I say leave well enough alone.
See how your bike runs with the muffler change. These bikes run so lean out of the box you may notice some "pops" from the exhaust. A Fuel manager can help to remedy that "popping".
