Steering dampner question

Default Steering dampner question

Hey guys just had a shop installed a steering dampner on my bike, and today I had to somewhat disassemble it to get to my Handel bar holder to tighten up my right Handel bar. Anyway when I was reassembleing the steering dampner I wasn't sure the wierd looking part that has 6 flanges looking thing is it supposed to be this side up as shown on the picture under the steering cover or is it supposed to be upside-down?? To be specific the part in question is third row down, two over if you started from left to right

the tension washer is the thing that put the tension on the works to make it work > look in your parts book for the correct location of the pieces - with out it you would not be able to finesse the amount of drag
