Default Setting Super E float level question

Do you turn the bowl upside down and measure, or do you press on the float? The float is spring loaded, so there’s one float level when it’s upside down and being pressed by its own weight. But there’s about another 1/4 inch when you push on it and engage the spring. So which is the correct level?

I didn’t word that very well. Do you just let it dangle upside down and measure while it’s dangling, or do you lightly press on it to overcome the spring pressure, which usually moves it a 1/4 inch or so?
