If I could relate a funny story. I've been test riding my 83 shovel. On my latest ride, the rear brakes almost locked up, wouldn't release. I was just going to open the bleeder and hope the piston would retract. I just had a handful of tools, but not the one I needed. A few bikers on there late model harleys rode by and stopped, to see if I needed help. Not one had tools with them. Just start-em and ride. You ain't lived unless you've rode a shovel long term. LOL. After the brake cooled down, I was able to go. There was nothing wrong with the caliper. I had bled the brake earlier and screwed up putting the cover back on the reservoir (I didn't form the rubber diaphragm correctly).
the pedal to master end play is too tight and you dont realize the master is on like laying your foot on it what happens is the pad / shoes are riding on the rotor / drum and the brake is in gaged - after a wheel it over heats and locks the brake front or rear some thing
put a small amount of play on the master to pedal rod - that will fix it
I had similar situation years ago and to get moving again I had to cut the flex hose to the caliper which relieved pressure and allowed the pistons to retract. The ID of the flex hose can swell and not allow fluid to pass back into the Master cylinder because there is lower pressure in that direction.

So hose is swelling under lower pressure, and the return port on the MC wasn't clogged or restricted?
The flex hose from age can swell blocking off flow. Pressure from master cylinder will get through but wont return. I have had this happen on cars also. In my case it was the hose and nothing else.
JZ, was right in this case. I had the pedal to master cylinder to tight. I don't know if it''s a bad habit or not, but I tend to use both brakes when using the brakes, sometimes the rear more than the front.
with the wagner MC's - watch with rebuild kit you use - its been a while - but this symptom can be due to the wrong rebuild kit with the MC - I recall the piston is just a little off and covers the return port - it acts like the pedal is not returning all the way but it is actually a variation in the kit from an aftermarket producer

If you have one of these knucklehead calipers make shure the the pins are clean and put a little anti-seize on them so the caliper floats.
