Hack is definitely NOT HD. It might be a unit made by DMC out of Washington state. Looks similar to their 'Classic SE' model. Brand new they go for 7K (average price) They offer raked trees for some bike but I don't know if they offer them for Shovels.
Raked trees and a steering damper are a must for your bike in order for it to handle well.
I subscribe to a couple of sidecar FB forums. I will post some pics of the bike and hack for you to try and get you a definitive answer.
That said I would not spend 16K on a customized Shovel and non-HD car. Guy in Colorado less than 2 months ago paid 16K for a bone stock late 70s Shovel and OEM sidecar with under 23K original miles. And there was a stock 71 rig for sale at Davenport Iowa swap meet this year with an asking price of 16K.
Average price of EVO models with a factory rig are around 12K, for early Twin Cams aroud 14-16K and for the later Twin Cam models around 16-20K. Shovels with factory sidecars seem to be doing well on the market.
Where is the bike located? Maybe a member could take a closer look for you before you let go of your hard earned money.

Thank you! That would be great. Great perspective. Bike is located in Scranton, PA ... Initially I was just looking for a decent 80 inch FLH -- no sidecar. My thought (and fear) is I'll ride it a few times with the sidecar, take it off, and it will live out the rest of its and my life in the garage.

How about a 1978 1200cc and it is located on the west coast.... Price is 8K (which on the west coast is a really good price for a Shovel with very little mods to it)

Yes, I've seen this listing actually. I prefer black but other factors could make green ok. West Coast is also a lot closer to me. What are your thoughts on the 74cu versus the 80? Are the differences very noticeable?

Nope... unless the trees are Not Raked, there is no riding without hack... safely.
however some insist on riding With a sidecar, but not decreasing the trail numbers... I won't, as i do Not like the heavy front end feel..
Bottom line... for the Best Hack Rig Experience... Proper set-up... or Not Fun... Hence, Not easy to go from Rig to Solo..
