It's a repop inner isn't it? ER cast in a circle screams Taiwan special so not worth fixing. If the inner and outer are replaced then that opens up the options, 8 or 9 hole.
Thats an 8 hole. You need a 9 hole inner for your outer, my 84 is a 9 hole and the part number I would think on the inner would be a -83 part number.
It will work you don't use a bolt in by the drain plug location. all the gaskets today come 9 hole but are backward compatible. My druthers, I'll run an older over the later webbed cover any day of the week.

I understand that but I wouldn't want a 9 hole outer cover missing a screw and of course they added the screw hole because it was dumb of HD to not have a fastener in that location to begin with. I would look for a 9 hole inner if I had a 9 hole outer rather than go backwards to an 8 hole complete setup.

Older one is the better primary cover, they don't crack out around the mainshaft support bearing like the later 9 hole do.
That rim is just a stop for the bearing, if the rest of the rim is still solid, run it. Just don't put the new bearing in with a sledge hammer and knock out the rest, but even that won't be the end of the world if the bearing is a tight fit it should stay put.
