The lines are new and coated (Goodridge Universal Braided Steel Brake Lines).
The seals are new. I changed them after bleeding the system and finding the problem.
The cylinders are in good condition.
The brake pads are new.

Yesterday I disassembled, again, the brake master cylinder, cleaned it, and it works well.
I disassembled the brake calipers, washed them clean, and checked all the holes. The seals are new.

I washed the lines with fresh brake fluid and blew them out; they're all open.

The cylinders remain slightly out, allowing the pads to rest on the rotors.
When pushed, the wheel turns slightly. It's not locked, just slowed down.
If I push back on the cylinders, the wheel is free and turns many more times.
The lever always has little play before it locks.

Same brand of seals and I used the same method to overhaul the rear brake caliper (banana , it works great.

If Brakes apply...then basically Release Pressure (as stated they do Not Retract) they are Working..not having rubber lines is much different than Braided stainless...the reason you buy Braided stainless is so they Do Not Flex

I use these Gaskets for the Hand Brake Master Cylinder
(1972-1981)
The plastic part goes underneath, the paper part goes toward the cover.

Is that correct?

Shouldn't it have a vent?

The cover has two vent lines.

I've noticed it tends to bulge.

The only thing that retracts the pistons once the master cylinder lever is released is the square cut seal in the caliper ... Push the piston back into the bore all the way .. Be careful with the brake fluid ... Check that the wheel turns ( probably no drag from the pads ) ... Actuate the lever then release ... There should be very little drag on the pads ... The caliper pistons will not fully retract, only enough to release the rake pad contact
