Help with not shift in 1st gear

any one have a clue as to why a super glide won't shift in 1st gear? Gears all have been out and put back in by a non-noob and doesn't look like shifter fork is bent. It will shift by hand but can't get back into first.

Is it in the bike yet?
Is it full of lube? Dry from assembly it might not shift. Should shift easily out of the bike if full and set up correctly.
