What brand chain and how old ? Non o-ring chains will stretch like crazy and have tight spots . You'll adjust it ok and roll the wheel a half turn and it's sloppy again and look at your sprockets see how they are wearing ( or worn out ? )

It's stretching in some spots and not in others , all you can do is get the wheel up rotate till you find the tightest spot and set the chain there till settles down .Crap like that is what run me to O-rings years ago , put on a new chain before a road trip and I swear I was adjusting every other gas stop the whole trip . This is where that $50 chain bites you in the *** .
