One word---HAMMOCK--- I have tried the SUNDOWNER, the ULTIMATE, a DANNY GREY, and a CORBIN. For us its the HAMMOCK. Yes its pricey, however its super comfortable.
If you are not planning to leave the tour pack on the bike, have you given any thought to just getting a T-bag and a luggage rack. That should leave plenty of money for a nice seat.

A friend of mine bought the Swinebox for his CVO Road king, our paint and our paint body guy had to glass in a mounting plate on the bottom and glass reinforce all the corners it's a flimsy POS, by the time it was all said and done he could've bought a factory color matched tour pak for less.
As everyone else has said get a real seat for anything more than running around town and day rides. A stock saddle off of an ultra is night and day better than the stock saddle on the street glide, pick up a lightly used take off for $150 bucks.
There is definitely a progression if you plan to ride two up. You start with a backrest, then touring seat with said backrest, then larger backrest pad, then oversized pad, then tour pack. Just get the king tour pack. Each one is better than the previous one. My wife loved every one of these upgrades and the HD tour pack is the one that looks the best on the bike bar none. Just my 2 cents.
