Hackd, pulled carb today, aluminum plug was removed so someone worked it previously. Don't know how to tell if jets are still stock. More research for me (!%ck).
SOP for most Harley big twin EVO was to pull it out and adjust the idle mixture. My dealer did it for me at the 500 mile checkup (probably a no-no, but it wasn't their first rodeo either).

They both also look good to me. Do a compression check on the cylinders, see if it's leaking down too. But I have a feeling that they will both be okay.
Do as suggested and put a good carb rebuild into it. You might be starving at rpms above 3500. Check the float setting.
The stock CV carb isn't all that bad and is good for most mildly modified 80" EVO's. Start stroking it and you're better off with an S&S or Mikuni (IMHO).
If everything checks out, then you should be in the market for a new cam. And to get the most out of a better cam, you also should upgrade the ignition. IMO the stock ignition curve is anemic. You really can rev an EVO about the stock rev limit. I've spun mine above 6,000 (with the Dyna ignition) a number of times, 'just because'.
Cam discussions on the EVO forum have become the new oil threads.... Everyone has their preferences and opinions. I can only offer my personal experience, and that is with an Andrews EV27 (and Dyna 2000 ignition) in my FLHS (which is only slightly heavier than your FLSTC). It made the bike run like I expected a Harley to run. I can now hold 80 mph, two up and loaded, uphill into a headwind. And still have plenty of throttle left to pass RV's and Semi's. Made the trip down I-75 from Michigan-Florida (and return) a lot more pleasurable. I can also peg the speedometer two up (yeah, stupid, only did it once).

Well if you're last experience was with shovelheads, than you'll come to appreciate the EVO. Probably the best V-twin to come out of Milwaukee.
