I believe that he ground wire that is not connected was the main ground off the negative terminal from the battery. The PO could have added a new negative cable to the bike to make getting the battery out easier. I know that they are tight. Where is your battery grounded now? You may want to repost this in the Sportster forum:

Did the bike possibly fall over before it started going bad? The Bank Angle Sensor may have crapped out. Try removing the Grey/Green wire (the one from the ICM) from it and grounding it. Try starting it. If it is bad it should start while grounded.

I have a white, black, purple, pink, and green lines coming from my ICM... By saying remove the grey/green wire and grounding it... From where should I remove it to test it... Before the clip or after the clip under the bike??? Or before the actual bank angle sensor??

well I tried to bypass the bank angle sensor and unfortunately anytime I connect the grey wire to a ground it blows my ignition fuse... I tried it with just the green wire on the frame and still no spark from the coil. Then tried both wires on ground frame and blew a 15 ignition fuse. So I slapped a 20 fuse in there and tried just the grey wire on frame ground by its self and blew the 20 fuse...sooo... Yeah now what....haha( so frustrated and pissed just gotta try to laugh it off)

See if this link works for you ... lots of useful info for your problem. Your 1999 and the 1998 883 both use the same ignition module so most of the info should be the same.

Another quick question.... Is the the trigger rotor supposed to spin when starting the bike. I tried to start my bike up while having the ICM connected but not in the housing and I'm not 100% sure but I'm pretty sure my trigger rotor is suppose to spin while the starter is engaging.... Is this true??

OK well now I'm starting to think this thread is moving away from an electronic issue and into the mechanical aspect of things.. I just removed the ICM and removed the 8mm bolt holding the trigger rotor in place then tried starting it and still nothing spun.. But then removed the inspection plate on opposite side of the crankcase and saw the chain had plenty of oil and was rotating with the starter!! Where does this never ending story lead me to now.. What new adventures are ahead... So I here by name this bike project work horse... So guys now what do I check!!! Where do I go from here???

I'm not familiar with what the ignition rotor looks like nut it sounds like it bolts to one of the cams. When you crank the motor over, you should be able to see the end of the cam, where the rotor bolts up to, turn. If that is not turning, you have bigger problems than the ignition.
Try to do another short video with a close up view showing the end of the cam, maybe with & without the rotor bolted to it.
