Pulled the rotor cup off, not sure why it won't turn, what's my next step? Remove the cover?

This might sound like an odd question, but does the shaft turn?

Maybe another dumb question, how do I check? And if it turns? Or doesn't? Sorry for my ignorance.

No worries, we're all ignorant of something.
Just look to see if the shaft is turning when you hit the starter. If the rotor wasn't turning then just check the shaft that it was mounted to.
Can you take a close up picture of the hole in the center of the rotor cup? I can't remember if the notch is in the cup or on the shaft.

Do you see the small "key" in the back of the rotor trigger? Is yours worn off? I've had that happen on other things, it's possible that there was some looseness that allowed it to wear away.

I hit the start button without the cup on, and the shaft isn't spinning either. I'll check the notch on the back of the cup, and post a picture. I checked it when I pulled it off, and it's seems to be ok, it fits in the slot and doesn't seem to be damaged. I'm working so I'll double check when I get home in a hour or so.

So you see the slot on the shaft that the key on the rotor trigger is supposed to fit into. And the shaft isn't spinning.
We're going deeper down the rabbit hole.

So I went back and looked at my pictures. My rotor trigger has a notch, and the shaft has a key.
It's possible that the key is missing?
The shaft might be spinning and it just doesn't look like it. If the shaft isn't spinning, it would mean some serious ****.
I think the shaft is spinning but it just doesn't look like it.

I'm betting the shaft is spinning and doesn't look like it. Take a closer look and see if the key is missing.
See #8.
That's the key that fits in the notch to turn the rotor trigger.
