That is one possibility.
Others are that someone put the large isolator block or an extended intake on the carb.

How tight does your seat fit to your tank, mine has an out a 3" gap !

It looks like a softail seat that was bolted to the fender probably with the same bolts that hold the front and rear together, If it is its like mine and you can unbolt and separate the front and move it where it fits ya then find a way to bolt it in, when I moved the ol'ladys back on my softail the plate I used I covered with leather, it was cut from a wrecked fender and I tried paint but leather worked better cause if she don't ride why have the seat so it comes and goes.

The tip of my seat comes up to the back of the tanks.
No gap.

If you move your seat up that would solve the problems with your controls and your leg hitting the air cleaner.

Mine has a pivot point under the front of the seat and I see now the seat is back so when the seat pivots forward the seat doesn't hit the tank and prevent the action. I'll will cut off the loop for the pin and weld a catch the nub can slide under then extend the bracket toward the rear pin thus moving everything forward. This may also help with my lower control reach issues

slide on seat bracket will bring you up closer to the tank if you have to only use one bolt.
