If I were buying a Dyna today, I'd go with the LRS, blacked out motor, mags and performance. All you would need then is a two seat and rear pegs if you choose too.
FXDLS. Toss on some 13.5" rear shocks. You can get them on eBay pretty cheap. The bike is already murdered out. You can swap the rear fender out pretty cheap too, as the FXDLS comes with a bobbed fender. Dual front brakes and mag wheels.
One of my really good friends mom works at a "chopper gallery" where they sell used/custom bikes so I can get a pretty solid 2015 low rider for their (pretty low) cost, and that would come with bars and a fairing on it already.. so that's how I can afford it, since I'm 20 and have almost no credit I can't finance a brand new bike
wait wait.... what is your real budget? dealers are trying to unload 16's and 17's.
I plan to save a few grand for parts but I'm financing the bike itself and I'm not really looking to spend more then 15k.. and the shop I'm looking at sells a warrenty for most of their bikes
A 2016 LRS is at $16.7K right now. I've spotted dealers that had them listed in the 15s and could be talked down below 15 fairly easily. The used ones are already below $15K.

1. dealers are under orders to fire sale everything
2. go through a credit union
3. used private party sales are covered by credit unions. you have a TON of options.
cycle trader, craigslist, dealers, etc.... have fun!
2014 was the first year for the updated low rider. don't rush this time of year... the longer you wait the better, the 2018s are about to roll out and destroy prices on the older models
