Harley Basket Case
You can sell it. Harley stuff goes like crazy on eBay at a fair price. Shortly after I retired, I cleaned my garage of 50 years of Harley stuff in a year.
I have a friend that has one. I believe it has AMF on the tank and is the first year for an electric start. Still, has the kick starter.
Not a clue what it's worth in a basket. Price it the first few weeks like it is running but be ready to go down. Just state what you have said. My guess if your husband was going to paint and chrome, it's OK. Someone local will surely come by.

Someone who knows the bike (that bike is in the zone for some level of collectibility) and who can take pictures and give an honest assessment of value so you can then sell to another party without getting ripped - that would be your best option.
Here is where you will get taken "I have a friend" - "oh it's worth nothing in parts", etc.
It's worth something but those basket cases are that for a reason so don't expect to have the "crown jewels".
Pay 'em $50 or $100 for the service - out of proceeds of the sale - not up front.
The impartial third party is key because a direct deal someone could bamboozle more easily. Also - check the bluebooks for value assembled as a guide.
A lot of this comes down to your personal circumstances and intentions.
If you are looking for someone to take over the project to honor your husband, that will lead you in one direction.
If you just want this pile of parts out of your life, that will lead you in another.
To put this in dollars, the ceiling on what you can expect here is probably something around $3k, but a more realistic number is something like half of that. Those are just educated guesses, and much depends on the quality of what you have. In average condition (and all together), that is something like a $6k to $7k bike.
That get's to the other personal factor here. If you have the time and inclination (and perhaps financial necessity) to try to get top dollar out of this, that points one direction. If not, that points another.
Bottom line: If you just want it gone and don't care about much else, call a few local independent v-twin repair shops, tell them the story, and tell them you are taking offers. Get a few and go from there.
If you want more than that...either to honor your husband or to maximize the amount of money you get...you're going to have to find someone local you can trust to guide you through this.
