Yes. You need to relocate the license plate, antennas and turn signals. Many ways to do them all without the kit. Kinda depends on the look you are going for. I added a hidden antenna, Custom Dynamics Fillerz and relocate the plate below the brake light. Way cheaper than buying the kit and you don't use the billboard plate relocation.

You also need some covers off a street glide to go in the holes made by removing the tour pack. I just remove the wires and the 2 bolts on each side and have help pulling the assy off the bike.
