Wondering what this mount bracket is for? The right side has the exhaust bolted to one just like it. Is it a case of these frames being used for different models of bikes that would have dual exhaust?

It's not a stock item, but I have a drive chain tensioner (spring and roller skate wheel) that mounts through the smaller hole toward the front of that bracket.
