I used to be required to wear a vest when I was stationed in San Diego. I stopped wearing it when I came back to Philly because I didn't know how effective it really was.
I have, however, been rethinking that. I ride daily and I ride frequently at night. My Sporty isn't lit up as well from behind as some touring rigs I see. I have nothing from a side view. How much more conspicuous will the vest make me? I'm not sure. But every little bit helps. Adding a vest really isn't that inconvenient either.

My friend believe me it could not hurt. I will tell you the HD vest is about the best one out there as well.
Don't wear a safety vest, Now the lady who just bought her 900cc Kawasaki Vulcan who told the cop she forgot how to make a right turn leaving the intersection which caused her to come into my line & basically impact my pickup driver door - then she panics twists the throttle & drives her bike down the side of my truck until her front wheel turned into my rear wheel well bringing the fiasco to an end..............she was wearing a safety vest, hell she was wearing a flaggers safety vest - this didn't help her! or help my truck for that matter!
She was fine & turned out I actually knew her husband - The point being - you are only as safe as your surroundings will let you be & sometimes we are our own enemy as well those in the cages. safety is not always about being seen - how many times do you hear in bike accidents from the person in the car "I didn't see him"? well did you hear him? bet you saw your text message you were looking at....!
Do what you need to make yourself safer - or feel safe!
Wear whatever floats your boat partner. I personally after many many years dealing with high vis in the work place experience says people are either going to notice you or they aren't no matter what you wear. I can see the gain at night but day time, waste of time.
I've worn a HI-VIS Jacket or Vest depending on weather for the past 9 years. I've noticed in the past 18 months quite a few HD riders are now wearing HI-VIS clothing. I think anybody with any reasonable experience would understand the value. Next time out riding, notice how far away in your mirrors you pick up HI-VIS clothing or when a road worker shows up suddenly in front of you.
There are lots of times i wish my state had a helmet law so i would be forced to wear one all the time. Looking into a vest myself they do save lifes know a fellow rider who went down at 65 mph had all his safety gear on he still with us today minor injuries to one hand his head and helmet never hit the ground do to his vest. Only problem was a glove ripped apart causeing road rash on his hand. Dont care what other thing safety is something we all should practice.
The only thing preventing you from wearing a helmet is you. The law gives you the option. You have a conscious choice. You don't really want to government dictating your every move do you?
