Interesting. Maybe this is a book misprint. My 2018 Owner's Manual clearly states 28 oz for the tranny. Here's a shot of the relevant page from the HD Online Owner's Manual, which is exactly like my paper book:

Install drain plug with new O-ring. Tighten. Do not over-tighten.
Torque: 1928.5 Nˇm (1421 ft-lbs) Transmission drain plug

Fill the transmission with recommended Harley-Davidson lubricant. Refer to Recommended Transmission Lubricants.
Volume: 0.83 L (28 fl oz)
6.
Check lubricant level. Add enough lubricant to bring the level between the add (A) and full (F) marks. See Check Transmission Lubricant.
7.
Install filler plug/dipstick. Tighten.
Torque: 2.88.5 Nˇm (2575 in-lbs) Transmission filler plug/dipstick
My 2018 FLTRU tranny, well drained, meaning rocked side to side while draining in order to get out as much old oil as possible, takes 32 oz to get to the top line on the dipstick. 28 oz only brings it to the bottom line.
Might be a misprint in the manual. Not the first time I've seen a misprint in a manual. And if the factory is putting in 28 oz, then that might explain why the bike came from the factory slightly underfilled.
I love mine! 7000 miles on it in a year (work gets in the way of riding) and love the power and smoothness of the engine. Had an 02 Road King prior with 72000 miles. Comparing my 17 Ultra to the 02 RK is not totally fair though, from 88 CU IN to 107 is a big difference.
The initial question was a "loaded" one for sure. For this is a HD board.
But I am sure the new HD engine is better than its predecessor but ALL bikes being made today are better than the previous ones.
Bought my 2018 Heritage last October and I have been happy with it.
Now, I have to contrast that with my wife's new Fat Bob she bought a few weeks ago. She noticed oil leaking from the cam cover on her first ride, and took it back to the dealer. They pulled the cover to find the factory didn't install the cam cover gasket. She picked the bike up yesterday after the dealer installed the gasket and no more leaky. Dealer said this isn't the first time they've seen that problem!
