Headlight goes off when switching off passing lamps?

Headlight goes off when switching off passing lamps?
I do not know why i don't know this but is this normal? 2004 heritage softail classic...
Back story...
Had trouble starting so i figured i'd shut down passing lamps to conserve juice to start the bike...when doing so i noticed my headlight went off as well...i do not recall that ever happening before so maybe that issue is what was causing my hard start?(whining and clicking noise before it would try to turn over)

I know my wife's 2014 heritage headlight will go off as soon as she hits the starter button, but will come back on once started. If it's not even coming on when you turn on the bike, sounds like an electrical problem.

The headlamp low beam and the passing lamp switch are both powered by the same wire coming from the main harness, one will not affect the other, if the wiring is as originally configured.
