'07 Deluxe keeps blowing ECM fuse??

Default '07 Deluxe keeps blowing ECM fuse??
Looking for some help. A friend of mine has an 96" '07 Deluxe with nothing but Samson true duals and a stage 1 intake with a PC3. With the PC3 hooked up, on start up the ECM fuse blows instantly. With the PC3 removed, the bike will attempt to start but just cranks and cranks. Could it be a bad ECM? The PC3 came back from Dynojet, with upgraded firmware and a clean diagnostics check.

Much help would be appreciated!
