For those who say don't run an upper belt guard...you've never seen a belt tear apart off a pulley. Take it from a former farm boy, when a belt blows it grabs anything & everything in its path. I almost lost two fingers standing by a grain auger motor & it took 36-stitches to fix. Otherwise...it's your life/your bike so assess the risk and do what you want.
the answer is NO .. there is tons of bike without guards .. I see them all the time im sure you do to.. I removed them from my sporty I had years ago without issue.. Harley has to put them there for insurance issues ..personally i keep them on the FL , but then again i turned it into a bagger so whats the point of removing them.

Aside from the potential issue of belts and sprockets being damaged by debris, it's not a superb idea to run a chain or a belt (particularly a toothed belt) without a guard, in close proximity to humans. Even a non-toothed V-belt can do some major carnage when it breaks and goes whipping around.
