For that problem, I suggest the Lepera bare bones (up front seat) has apparently 2-inches of extra padding behind the rider to push him forward , closer to the controls.
The brake peddle should be a easy fix really. A simple spacer could be made up to make the peddle pad closer to the rider, or the arm could be heated and reshaped to bring it closer to the rider. The shifter could be a bit of a problem. Having a heel/toe shifter will help. The heel shift arm will get the up shifts, and maybe a shorter arm on the toe side for down shifts.
Other than looking into a solenoid shift that is push button from the handle bars. I guess that could be a option as well.
you can move the foot controls. I've installed extended reach footboards (HD # 50409-04), extended reach shifter levers and extended reach brake pedals on my last three bikes (2 Fat Boys and a Road King). by installing the extended reach footboards on the opposite side - that would move the footboards back about 2". some simple fabrication could get the brake pedal and shifter lever moved closer to the rider too. that coupled with a REACH seat, and you should be able to ride.
