I think Harley specify DOT4.

It has been my experience, working on boats, cars, and motorcycles, that if a problem arrises on a part/system I was just working on... it's usually something I did. Might have just aggravated a condition that already existed, or something was reassembled wrong.

I'd check the new cover to make sure it is sealing, not leaking...No leak?

Did they disconnect the caliper? If so, then I would replace fluid and bleed. If they just hung the caliper or new fluid doesn't fix it...

I'd go through the whole system.... checking/replacing wear parts as I go...

Good luck & stay on top of this... brakes are kind of important...
