Normally, if you add slip-ons only, you can get away without a new tune, but HD motors are already tuned lean from the factory, so you'd just be leaning it more. The ECM can make adjustments on its own, and a lot of people say it can compensate for exhaust or intake, but not both at once.
The S-Series bikes already have a high-flow intake (in fact all the models with the new HO 103 do too.) In theory, just adding slip-ons to the S-Series bike should only be a minor adjustment and the ECM should be able to handle it.
I prefer to tune it simply because it is tuned lean and will likely still be lean after ECM makes any changes.

That would be true for a touring bike, Wide Glide, Fat Bob or other bikes that have the catalytic converter in the head pipes. The Slim has the cat in the muffler, so stock or new head pipes don't make much, if any difference (unless they are large diameter, then some difference would exist.)
