Angry Need help identifying a part

Working on my brother in laws 98 Heritage carburetor. Took off the stock air cleaner cover, however the air cleaner was not stock. Appears to be round K&N maybe, not sure. Any way took off the air filter and behind the filter there is three allen head bolts that hold the backing plate on the carb. There is a round black ABS maybe plastic ring approximately three inches in diameter where the three bolts go through that holds the plate to the carb. One bolt was so tight it strip out where the wrench goes in. Had to break the round plastic ring to get vise grips on bolt to take it out. What the heck is this black ring called and what is the function??

Was it a velocity stack? I had one on my old FXRS where there was a circular plastic (almost a cone) within the base plate of the air filter.

I'm not sure exactly what your dealing with but if someone has installed a smooth bore Mikuni carb on his bike it might have one of these adapters.

PO had installed a Smooth Bore Mikuni on my Heritage with an older Bobber style air cleaner and round K&N. When I installed a Screaming Eagle Stage 1 Air Kit and went back to the stock football air cleaner lid, I had to get one of the CV to Mikuni adapters to make it bolt up. But, this may not be what your dealing with.
